Assignment description
Kadaster
The Netherlands’ Cadastre, Land Registry and Mapping Agency – in short Kadaster – collects and registers administrative and spatial data on property and the rights involved. This also goes for ships, aircraft and telecom networks. Doing so, Kadaster protects legal certainty. We are also responsible for national mapping and maintenance of the national reference coordinate system. Furthermore, we are an advisory body for land-use issues and national spatial data infrastructures.
Our information is available predominantly through online web services, including information on energy labels of houses and underground cables and pipelines. Our main customer groups are civil-law notaries, local authorities, businesses, financial institutions and private individuals. Kadaster maintains the Key Registers Cadastre and Topography.
Kadaster performs its public tasks in service of society. This is reflected in the way we are organised and the ways in which we publicly account for how we work.
Kadaster carries out international activities. Together with national partners worldwide, such as governmental organisations and universities, we further develop knowledge and skills in land administration and geographic data. In addition, we actively participate in international umbrella organisations. Kadaster International is a department within Kadaster that carries out and coordinates a large part of these international activities.
Detailed description of the assignment in which the expert is put to work:
Kadaster International aims to strengthen the department’s capabilities, reputation, and effectiveness in implementing Digital Transformation initiatives, leading to sustained growth and success of the international projects. The expert will supports the department to further expand and develop the existing knowledge of Digital Transformation in a sustainable way and to remain relevant. Due to the involvement of the expert the available knowledge and expertise of the Kadaster International Team can be structurally expanded an embedded.
For the specified timeframe the expert is responsible for knowledge transfer of theory and practice of the concepts of the Digital Transformation within the domain of Land Administration, both in international projects as well as within Kadaster. In the projects the expert will act as an international consultant supporting Kadaster International. With his/her experience, the expert unravels complex issues in the domain of Land Administration. The expert will be in the lead for translating the concepts into practical tailor made solutions for the issues.
The expert will not be considered as formal staff member of Kadaster International and work independently.
The expert is responsible for the implementation and development on the project objectives related the above mentioned topic. Within Kadaster the expert is responsible to share and exchange knowledge and understanding of the concept of Digital Transformation and by doing so strengthening the internal capacity of the organisation. The responsibilities include developing detailed project proposals incorporating Digital Transformation for international projects, conducting workshops and training sessions to transfer knowledge, and integrating Digital Transformation concepts into projects with thorough documentation. Additionally, the role involves creating comprehensive training materials for practical application, and writing and presenting academic papers at international conferences. This supports Kadaster International’s advisors in developing methodologies and disseminating information both internally and externally. Due to the average project duration the assignment as well as a long term assignment of minimum 2 years is recommended.
The timeframe of minimum 2 years supports the department to further expand and develop the existing knowledge of Digital Transformation in a sustainable way and to remain relevant.

Project Proposals
:
- Deliverable : Develop at least three detailed project proposals throughout the contract duration incorporating Digital Transformation concepts tailored to specific international projects.
- Description : Apply expertise in Digital Transformation within Land Administration to create proposals and initiatives for Kadaster International.

Knowledge Transfer
:
- Deliverable : Conduct a series of workshops and training sessions with and for Kadaster employees and international partners (minimum 2 per year).
- Description : Facilitate the transfer of Digital Transformation knowledge within Kadaster International and Kadaster, ensuring widespread understanding and application.

:
- Deliverable : Seamlessly integrate Digital Transformation concepts into Kadaster International’s projects, with thorough documentation.

- Deliverable : Develop comprehensive training manuals, presentations, and e-learning modules on Digital Transformation in Land Administration for Kadaster International and the international projects.
- Description : Implement these materials in workshops for Kadaster colleagues and local officials in various countries, enhancing practical application and understanding.

Academic and Advisory Contributions
:
- Deliverable : Write and present a minimum of three (semi) academic papers at international conferences, such as the World Bank Conference on Land and Poverty and FIG Working Week (minimum one per year).
- Description : Support Kadaster International’s advisors in creating popular publications and developing methodologies related to Digital Transformation, and provide presentations and slides for internal and external dissemination.
Beschikbaarheid
Availability The candidate can be deployed from 1st of January 2025 until 31th of December 2026 for a maximum of 1440 hours per year. The hiring assignment can optionally be extended with 1 year and has a notice period of one (1) month for the entire period. The start date is subject to a timely completion of the quotation procedure. This may also mean that the start date of the assignment will have to be postponed. No rights can therefore be derived from the start date stated in the Request for Quotation.

You hold a doctoral or post-doctoral degree in the field of land administration or geo-information or related field.
You are able to demonstrate previous or current active contribution to UN-GGIM and FIG with particular focus on the Digital Transformation in the domain of Land Administration.
You have at least 10 years of experience in international consultancy, in different countries, on the subjects of Digital Transformation in the domain of Land Administration, LADM and Fit-For-Purpose Land Administration or related fields
You have a minimum of 10 years of experience in preparing, teaching and evaluating short courses and training programmes in the field of Digital Transformation, both at tertiary and professional level.

Explanation of award criteria
Based on the assessment of the submitted rate (price) and the qualitative criteria, the ranking of candidates is composed. A verification interview will be held with the three highest scoring candidates. The verification interview is a review of the submitted tender. Based on the clarification, explanation and possible evidence obtained by the land registry through the verification interview, scores can be adjusted. Because of this it is possible that the ranking within the three highest scoring candidates will be adjusted. The highest scoring candidate qualifies for the award after the verification interviews have been carried out.

The EMVI is realised as follows:

If, after the written evaluation of the Offers, it appears that there are more than three Candidates in the rankings 1 through 3, the score on (sub)award criterion quality will be decisive in determining the final ranking.
In that case, too, if more than three Candidates in the rankings 1 through 3, the (sub)award criterion price will be decisive in determining the final ranking.
If again more than three Candidates ranked 1 through 3, all Candidates involved will be invited for a verification interview.
The verification interviews will take place on the 9th of December 2024 via Microsoft Teams. This date is fixed and will not be changed.
