Assignment description
Kadaster
The Netherlands’ Cadastre, Land Registry and Mapping Agency – in short Kadaster – collects and registers administrative and spatial data on property and the rights involved. This also goes for ships, aircraft and telecom networks. Doing so, Kadaster protects legal certainty. We are also responsible for national mapping and maintenance of the national reference coordinate system. Furthermore, we are an advisory body for land-use issues and national spatial data infrastructures.
Our information is available predominantly through online web services, including information on energy labels of houses and underground cables and pipelines. Our main customer groups are civil-law notaries, local authorities, businesses, financial institutions and private individuals. Kadaster maintains the Key Registers Cadastre and Topography.
Kadaster performs its public tasks in service of society. This is reflected in the way we are organised and the ways in which we publicly account for how we work.
Kadaster carries out international activities. Together with national partners worldwide, such as governmental organisations and universities, we further develop knowledge and skills in land administration and geographic data. In addition, we actively participate in international umbrella organisations. Kadaster International is a department within Kadaster that carries out and coordinates a large part of these international activities.
Detailed description of the assignment in which the expert is put to work:
Kadaster International is seeking independent, specialist support from an external LADM II Expert for a temporary assignment.
The purpose is to obtain expert insights and specific deliverables related to the further development and application of the Land Administration Domain Model (LADM) Edition II within the international project portfolio of Kadaster International.The expert provides specialised advisory and content-development services, in the domain of LADM II, STDM and FELA, that support partner countries and international projects. The expert decides how to organize the work (methods, tools, formats, sequence, planning). Any interactions with Kadaster International serve only to clarify objectives and review deliverables.
The contractor operates fully independently, determines the working methods and planning autonomously.
The contractor performs the assignment independently, choosing the preferred working location (home or abroad), with occasional on‑site presence only if the contractor considers it necessary for achieving the agreed deliverables. Kadaster International may facilitate meeting possibilities but does not determine working hours, location, or workflow.
Scope of work
In this role, you will be
- Providing independent expert advice to project partners on the interpretation and application of LADM II, STDM and FELA concepts within the context of specific projects.
- Translating complex land administration challenges into tailored conceptual or technical deliverables, based on LADM II/STDM principles.
- Preparing project‑related analyses, conceptual models or roadmap components that can be used by Kadaster International within its project portfolio.
- Documenting insights, producing reusable materials or case-based examples relevant to the international application of LADM II concepts.
- Presenting project results or developed materials at relevant international events, where useful for dissemination.
Deliverables
The most important deliverables are:
- Project specific Conceptual Deliverables
Deliverables such as LADM II country profile components (e.g., conceptual RRR modeling, spatial unit mapping, codelists) or tailored implementation roadmap elements (timeline, risks, technical considerations).
- Domain Content Development
Creation of technical or conceptual materials useful for international project objectives relating to LADM II, STDM and FELA. The contractor determines the structure and design.
- Capacity Support Materials for Partner Countries
Development of guidance, conceptual tools, or explanatory materials to support local stakeholders in understanding and applying LADM II related concepts.
- International Presentation Materials
Preparation of materials suitable for presentation at international events (e.g., World Bank, FIG Working Week). - Optional Support Materials
Creation of content to support Kadaster International advisors in producing publications or methodological products, strictly as an external contribution. - Final Deliverable Package
At the end of the 24 month assignment period, the contractor delivers a final compilation consisting of:

- Country/project specific results (where applicable)
- Recommendations for potential follow up work (if any)

Rate Maximum €90.00
The rate includes all other costs except for the costs of any business trips and training costs as stated in the agreements. An interim increase in the stated hourly rate is not possible.

Draft agreements
For this assignment, the Land Registry will enter into a two-party agreement with the contractor in line with the agreement as stated in the purchasing conditions, namely:
- 1a Model agreement for self-employed persons without employees
- 1b Contract agreement for indirect self-employed persons without employees
- 1c Contract agreement
For this assignment, Flextender will enter into a two-party agreement with the contractor in line with the agreement as stated in the purchasing conditions.
Contracting parties
The Land Registry will only enter into the agreement with the registering party.
Terms and Conditions
Only the purchasing conditions (ARVODI 2025) and the draft agreement of the Land Registry apply to this request for quotation. Any other conditions will be rejected. Each supplier may submit one quotation in response to this request.
Confidentiality Agreement
Het Kadaster requires selected bidders to have their candidate sign a confidentiality agreement (see Appendix 2c). The signed confidentiality agreement must be in the possession of the Land Registry at the start of the work.
Certificate of Good Conduct (VOG)
The client will request a Certificate of Good Conduct (VOG).
Acquisition
Acquisition in response to this assignment is not desired.
Flextender als bemiddelaar
Voor deze opdracht treedt Flextender op als bemiddelaar. Ook maakt het Kadaster gebruik van de dienstverlening van Flextender voor de urenregistratie van de werkzaamheden. Dat betekent dat de opdrachtnemer een rechtstreekse opdrachtovereenkomst aangaat met het Kadaster wat betreft de uitvoering van de werkzaamheden. Daarnaast gaat de opdrachtnemer een aparte overeenkomst met Flextender aan waarin de vergoeding voor de geleverde bemiddeling en het verplichte gebruik van het urenregistratiesysteem van Flextender worden vastgelegd. Het Kadaster zal voor deze opdracht een twee- óf driepartijenovereenkomst aangaan met de opdrachtnemer.
Flextender zal voor deze opdracht een tweepartijenovereenkomst aangaan met de opdrachtnemer, te weten: Bemiddelingsovereenkomst Flextender.
Datum verificatiegesprekken
De gesprekken bij de opdrachtgever zijn gepland op dinsdag 28 april 2026. Deze datum staat vast en hier wordt niet van afgeweken.
De kandidaten die hiervoor uitgenodigd zijn, ontvangen uiterlijk op donderdag 23 april 2026 bericht. Overige kandidaten ontvangen na de gesprekken bericht over de voortgang van deze inhuuropdracht.
