Important:

We're looking for hands-on BCM practitioners who:
• Are already based in the Netherlands (preferred)
• Can start as soon as possible
• Have directly performed BIAs, RAMAs, BCP development, and BCM exercises
• Have worked in complex IT and regulated environments
• Are execution-focused and able to independently deliver BCM lifecycle outputs
• Have practical experience working with operational and IT stakeholders
Less suitable are profiles that are primarily:
• BCM managers or heads of department
• Strategic/advisory roles with limited recent hands-on BCM work
• Information Security professionals with only partial BCM exposure
The benchmark profile for us is someone who has recently and directly produced BCM deliverables themselves, rather than managed teams performing the work.
Imagine contributing to continuity arrangements that really matter. As Senior Business Continuity Specialist, you help ensure that critical IT domains have high-quality continuity plans and meaningful exercises in place within short timeframes.
You will work on substantial, time-sensitive BCM deliverables in a complex IT environment where BCM maturity is being actively strengthened. The Business Continuity Plans and exercises in scope are not administrative tasks. They are critical deliveries that need to be robust, practical and delivered to a high standard within short timelines. They must help important services continue, recover and respond effectively during disruption.
Creating impact
As Senior Business Continuity Specialist, you will contribute to Business-as-Usual BCM delivery for assigned IT domains. The work requires structure, collaboration, strong BCM judgement and the ability to maintain quality in short delivery timelines. Success in this role is measured by the quality and timely delivery of BCM lifecycle outputs, continuity plans, exercises and supporting documentation.
You will focus on:
• Creating new, high-quality Business Continuity Plans for highly complex IT domains.
• Developing practical continuity solutions, including recovery strategies, workarounds, response priorities, dependencies, roles and responsibilities.
• Preparing strategic choices required for impactful recovery strategies with analysis, and outlining short- and long-term actions required for implementation.
• Working with operational teams to gather input, validate assumptions and understand practical constraints.
• Preparing and facilitating risk-based BCM exercises that go beyond basic walkthroughs or call tree tests.
• Updating Business Impact Analyses and risk assessments, and further increasing their maturity.
• Sharing knowledge with the team and stakeholders, so the approach, choices and quality standards can be understood and reused after the assignment.
• Documenting BCM exercise outcomes, lessons learned, improvement actions and supporting management reporting on BCM lifecycle progress.

You will join a team that works on Business Continuity Management in a complex environment. During this assignment, the standing team will be focused on a strategic continuity-related programme. You will help keep Business-as-Usual BCM delivery strong for CITO by taking on important BCM deliverables with a high degree of independence.
Collaboration is central to this role. You will work with a wide variety of teams for direct input and help translate outcomes into clear, practical and relevant material for stakeholders and committees.

With your talents
For this role, strong BCM expertise, collaboration, structure and communication are essential. You recognise yourself in the following:
• You have at least 7 years of experience in Business Continuity Management.
• You have hands-on and proven experience creating Business Continuity Plans and defining continuity strategies for complex environments and a • • variety of scenarios, including at least losses of third parties.
• You have experience preparing and facilitating a range of BCM exercises that test more than basic procedures.
• You can easily interpret requirements and regulation and translate them into practical implementation or you have in-depth experience with DORA.
• You have experience in an IT environment.
• The ability to work independently, prioritise effectively and deliver high-quality work within short timelines.
• You are able to coach others in a practical way, explain your BCM approach clearly and help raise maturity while delivering concrete outputs.
• You are professionally fluent in English and able to create clear, high-quality documentation.
The following experience is preferred, but not all elements are required:
• Experience in vital sectors, such as financial services, oil and gas, telecom or similarly regulated environments with strict availability requirements.
• Experience with Archer or comparable BCM, risk or control tooling.
• BCM-related certification, such as MBCI/FBCI, ISO 22301 Lead Implementer, or equivalent.

• All departments are working hybrid, in terms of Rabobank @anywhere policy;
• Due to the congestion at the parking lot Rabobank location Croeselaan in Utrecht, a new parking policy will be introduced as of April 2026. From Monday through Thursday, external staff will no longer be able to park at the Croeselaan. Parking for external staff will remain permitted on Fridays only;
