Opdracht omschrijving

Kadaster
The Netherlands’ Cadastre, Land Registry and Mapping Agency – in short Kadaster – collects and registers administrative and spatial data on property and the rights involved. This also goes for ships, aircraft and telecom networks. Doing so, Kadaster protects legal certainty. We are also responsible for national mapping and maintenance of the national reference coordinate system. Furthermore, we are an advisory body for land-use issues and national spatial data infrastructures.


Our information is available predominantly through online web services, including information on energy labels of houses and underground cables and pipelines. Our main customer groups are civil-law notaries, local authorities, businesses, financial institutions and private individuals. Kadaster maintains the Key Registers Cadastre and Topography.


Kadaster performs its public tasks in service of society. This is reflected in the way we are organised and the ways in which we publicly account for how we work.

Kadaster carries out international activities. Together with national partners worldwide, such as governmental organisations and universities, we further develop knowledge and skills in land administration and geographic data. In addition, we actively participate in international umbrella organisations. Kadaster International is a department within Kadaster that carries out and coordinates a large part of these international activities.

Detailed description of the assignment in which the expert is put to work:

Kadaster International has an assignment for a resource mobilization specialist and grant writer. This role requires specific knowledge and expertise on the mobilization of resources and funds that address land administration and spatial data infrastructure related matters in the domain of climate change, food security and migration. The consultant will complement the Kadaster International team with unique knowledge and expertise that is required to diversify the project portfolio.

The expert helps in targeting the right donors, partners to join consortia and maximizing fundraising efforts in the domains of climate change, food security and migration.
With the skills in grant writing and pitching, the specialist can support and prepare proposals that increase the chances of receiving grants from different funding streams.

Assignment description

The Resource Mobilization Specialist is responsible for developing and implementing a Resource Mobilisation Strategy to secure financial resources and partnerships to support the organization's programs and initiatives. This role involves identifying potential funding sources, building relationships with donors and partners (research, institutional and non-governmental), writing grant proposals, and ensuring effective management of donor funds.

As a Resource Mobilization Specialist and grant writer, you will be responsible for researching and identifying potential donors, including foundations, corporations, government agencies, and individual philanthropists. You will create and implement comprehensive fundraising plans to meet the financial needs of the organization. Additionally, you will prepare and submit high-quality grant proposals and funding applications. Cultivating and maintaining relationships with current and potential donors will be a key part of your role, ensuring regular communication and engagement. Collaboration with the team of Kadaster International is essential to understand funding needs and align resource mobilization efforts with organizational goals.


Verantwoordelijkheden

Deliverables:

The most important deliverables are:

  1. Identify Funding Opportunities:
    • Comprehensive list of potential donors, including foundations, corporations, government agencies, and individual philanthropists with contact information and engagement history (Q2 2025).
    • Detailed profiles of top potential donors, including funding interests and mechanism (Q2 2025).
  2. Develop a Resource Mobilisation Strategy :
    • Strategic Fundraising plan outlining goals, target donors, and pathways (Q2 2025).
    • Detailed action plans for top potential donors including communication schedule with donors and outreach fundraising campaigns or initiatives for targeted donors (Q3 2025).
    • Advise on Compliance checklists to ensure both donor and organisational requirements are met (Q3 2025)
  3. Implementation Fundraising Strategy
    • Implementation of Fundraising plan (Q3 and Q4 2025)
    • Engage in strategic partnerships with (potential) consortium partners
    • Implementation of action plan for top potential donors (Q3 and Q4 2025)
  4. Grant Writing:
    • Completed grant proposals and funding applications submitted to identified donors.
    • Development of pitch material and pitching to donors (with representative of KI team)
  5. Collaboration Kadaster International:
    • Regular meetings with KI team to discuss funding needs and align efforts and prepare and implement action plans.
    • Recommendations for Kadaster International to further improve grant writing and repository of successful grant proposals for future reference and learning.

Beschikbaarheid

The candidate can be deployed from 10th of March 2025 until 9th of March 2026 for a maximum of 624 hours per year. The hiring assignment can optionally be extended with 1 x 1 year and has a notice period of one (1) month for the entire period. The start date is subject to a timely completion of the quotation procedure. This may also mean that the start date of the assignment will have to be postponed. No rights can therefore be derived from the start date stated in the Request for Quotation.

Educational Background: A Master’s degree in International Development, Nonprofit Management, Business Administration, Environmental Studies, or a related field. Or a related discipline in the domain of Land administration or Geo-information.

Experience: At least 15 years of experience in fundraising, grant writing, or resource mobilization, preferably within the domains of climate change, food security, and migration.

Grant Writing Skills: Proven expertise in writing successful grant proposals and funding applications. Familiarity with various funding streams and donor requirements.

Research Abilities: Strong research skills to identify and explore diverse funding opportunities from foundations, corporations, government agencies, and individual philanthropists.

Strategic Thinking: Ability to develop and implement comprehensive fundraising strategies that align with the organization's goals and enhance financial stability.

Donor Relationship Management: Experience in cultivating and maintaining relationships with donors, ensuring regular communication and engagement.

Passion for the Cause: A strong commitment to the mission of Kadaster International, particularly towards tenure security and information about land in the areas of climate change, food security, and migration.

Communication Skills: Excellent written and verbal communication skills to effectively convey the organization's needs and impact to potential donors.

Explanation of award criteria
Based on the assessment of the submitted rate (price) and the qualitative criteria, the ranking of candidates is composed. A verification interview will be held with the three highest scoring candidates. The verification interview is a review of the submitted tender. Based on the clarification, explanation and possible evidence obtained by the land registry through the verification interview, scores can be adjusted. Because of this it is possible that the ranking within the three highest scoring candidates will be adjusted. The highest scoring candidate qualifies for the award after the verification interviews have been carried out.

The EMVI is realised as follows:

Only those Candidates who, after a written evaluation of the Offers in the order of 1 to 3, occupy places 1 to 3, will be invited for a verification interview.

If, after the written evaluation of the Offers, it appears that there are more than three Candidates in the rankings 1 through 3, the score on (sub)award criterion quality will be decisive in determining the final ranking.

In that case, too, if more than three Candidates in the rankings 1 through 3, the (sub)award criterion price will be decisive in determining the final ranking.

If again more than three Candidates ranked 1 through 3, all Candidates involved will be invited for a verification interview.

The verification interviews will take place on 27th of Februari 2025 via MS Teams. This date is fixed and there will be no deviation from it.
