The Procurement & Vendor Manager is responsible for the end-to-end sourcing, contracting, and ongoing vendor management within its own domain. The Procurement & Vendor Manager enables NIBC to comply with applicable legislation, control costs, drive service excellence and mitigate risks to gain increased value from their IT and data vendors throughout the contract life cycle, in line with NIBC Strategy.

Responsibilities
1. Sourcing & Contracting
• Manage sourcing processes for assigned categories and services.
• Lead RFx processes, evaluations, and negotiations.
• Draft and negotiate commercial contracts.
• Ensure regulatory and internal compliance.
2. Vendor & Contract Management
• Act as main contact for assigned vendors.
• Monitor & evaluate vendor performance (KPIs, SLAs).
• Coordinate risk assessments per DORA & EBA.
• Manage escalations and maintain documentation.
3. Regulatory Compliance (EBA & DORA)
• Ensure compliance with DORA and EBA.
• Coordinate regulatory documentation.
• Facilitate audits and risk reviews.
• Collaborate with internal teams like Legal and InfoSec.
4. Internal Stakeholder Management
• Engage business, IT, and finance stakeholders.
• Provide strategic vendor guidance.
• Communicate procurement risks and updates.
5. Process & Policy Alignment
• Align with internal policies.
• Contribute to process improvements.
• Support sourcing strategy development

Main Tasks
• Lead sourcing & negotiations to set up profitable contracts with vendor(s).
• Responsible for the quality and management of customer-vendor relationships in contracts in cooperation with Business Owners/Information Asset Owner/Contract Owners.
• Initiate/facilitate vendor management meetings & reviews.
• Managing vendor performance.
• Administration of the vendor meetings, performance and compliancy to regulations.
• Contributing to being compliant with legislation (i.e. EBA) and vendor contracts.
• Contract cost control.
• Provide management information to CTO management at regular intervals to inform them on the performance of the fully integrated vendor ecosystems.

Education & Experience
• Bachelor's or Master's in relevant field.
• 5+ years in procurement/vendor management.
• Experience with EBA & DORA is essential.
• Proven sourcing and vendor management expertise.

Skills & Competencies
• Strong negotiation and contract skills.
• Understanding of third-party risk in finance.
• Excellent communication and stakeholder skills.
• Fluent in English and preferably also in Dutch.
• Proficient in procurement and vendor managementtooling.
• Independent, structured, regulatory-conscious.
• Understanding of the Agile Way of Working.
