We are seeking a highly experienced professional to strengthen the FEC Transaction Monitoring (TM) Program & Project Management team during a pivotal transitional phase. This is a unique opportunity to be involved in a critical migration project within our change portfolio that helps shape the future of our FEC organization.
About the FEC Department
The Financial Economic Crime (FEC) department monitors client activities within our financial systems to detect and prevent behaviour that violates laws and regulations—such as money laundering, unclear corporate structures, or transactions with sanctioned countries.

Your Role: Project Manager Transaction Monitoring
As a Project Manager TM, you will be responsible for the governance, structure, support, and documentation in delivery of a migration change program within the TM domain. You will act as a central point of contact, guiding and supporting the migration of an existing TM Case Management workflow to a new, updated, version from the ground up, coordinating delivery across Business and Technology functions.

• Serve as a strong sparring partner for stakeholders with deep domain knowledge;
• Provide independent insights, problem solving, and management reporting;
• Collaborate closely with TM teams to understand operational challenges;
• Maintain a proactive, hands-on approach with a focus on quality and compliance;
• Offer professional advice to colleagues, business units, and senior management.
Your Profile
Must-Have Qualifications and Skills
• Bachelor’s degree with 10–15 years of experience, or Master’s degree with 5–10 years of experience;
• Extensive Business Change experience with some Technical background;
• Knowledge of Transaction Monitoring and Risk Management;
• Experience of challenging platform rollouts and/or migration in a matrix management structure;
• Proven ability to engage stakeholders across departments;
• Good presentation skills up to senior management level;
• Strong decision-making skills and independent judgment;
• Excellent communication skills in English, both written and verbal;
• Proactive, hands-on, and quality-focused with high degree of flexibility;
• High proficiency with Microsoft Office software suite for documenting, reporting and presenting.

• Creative thinker with the ability to challenge conventional approaches;
• Understanding of the broader financial services landscape.

Additional information:
• All departments are working hybrid, in terms of Rabobank @anywhere policy;
• Due to the congestion at the parking lot Rabobank location Croeselaan in Utrecht, a new parking policy will be introduced as of April 2026. From Monday through Thursday, external staff will no longer be able to park at the Croeselaan. Parking for external staff will remain permitted on Fridays only;
• Please note: midlance constructions are not allowed according to Rabobank policy. Do not offer candidates via this construction. This will be investigated during the screening;
• Suppliers must be aware of the laws and regulations regarding employment conditions and Rabobank’s Collective Labour Agreement. This assignment is placed in scale 11;

• A candidate should be submitted exclusively to – Rabobank during the exclusivity period of 4 business days on one request;
• Furthermore, the candidate has to be available throughout the entire duration of the assignment;

• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. As of July 1 2026, a new PES regulation applies. The PES is outsourced to an external party. More information can be found in Annex A. Your candidate is only allowed to start after the pre-employment screening has been completed successfully;
• When offering an independent contractor on an ZZP indirect basis, the contract will be handled via a fee-only agreement. This agreement can be requested in advance.
